郭丕斌，（1969.3-），男，汉族，中共党员，山西五寨县人，管理学博士、教授、硕士生导师、省级教学名师、第三批山西省学术技术带头人，高级管理咨询师。历任中北大学经济管理系主任、忻州师范学院副院长等职务，2016年8月任现职。

在《Energy Policy》（SSCI）、《中国软科学》、《科学学与科学技术管理》、《科学管理研究》、《科技管理研究》、《经济管理》、《运筹管理》、《中国流通经济》、《系统工程》、《价格理论与实践》、《经济与管理研究》等国内外学术期刊发表论文80余篇。
出版的著作有《全产业链理论与实践：以山西为例》、《新型城市化与工业化道路：生态城市建设与产业转型》、《成就出色的领导者》；出版的教材有《现代管理学》和《管理学原理》。
获得山西省科技进步二等奖1 项；获得山西省哲学社会科学优秀成果二等奖1项，三等奖2项；获得山西省教学成果二等奖1 项。
